The Ban Ki-moon Foundation/Center for Global Citizens (“BKMF”) is a non-profit Association established under Austrian Law. (Vereinsgesetz 2002; BGBl. I Nr. 66/2002). The BKMF pursues exclusively and immediately charitable purposes, in particular within the meaning of Sections 34 et seq of the Austrian Federal Fiscal Code. The BKMF serves the general public and not its members. It does not aim at profits and does not pursue its own economic interests. The funds of the BKMF may only be used for purposes set forth in the Statutes. 

The BKMF’s legal status under Austrian law is that of Quasi-International Organization (QuIO), a category of international organization introduced in 2015 to accommodate international organizations with multi-stakeholder institutional structures similar to those of inter-governmental organizations, but also allowing membership of non-government actors. QuIOs must, inter alia: operate internationally; have been granted non-profit status; have a government majority in membership, and/or be regularly financed to at least 25% by States or intergovernmental organizations; have structures similar to those of an international organization; and carry out activities that are closely connected to the activities of an international organization. Other QuIOs in Austria include Sustainable Energy for All (SE4All), the Vienna Centre for Disarmament and Non-proliferation (VCDNP), Women without Borders, Multilateraler Dialog KAS, the Global Initiative Against Transnational Organized Crime, and the International Union of Forest Research Organizations (IUFRO) and the FES Regional Office for Cooperation and Peace in Europe (ROCPE), the International Secretariat of the Renewable Energy & Energy Efficiency Partnership (REEEP). 

Organizations with QuIO status are granted privileges and exemptions per Regulation of the Federal Government, in accordance with Sec 16 of the Headquarters Law (Amtssitzgesetz, BGBl. Nr. 54/2021). The seat of the Ban Ki-moon Foundation is in Vienna. Its non-profit activities extend worldwide.
